The Planning and Program Management Office.
 
The Planning Office and the Nation's Grants Management program were merged beginning on October 1, 2007. The new entity will be the Planning and Program Management Office and consists of the staff of the two former entities. The information that follows describes the functions of the planning component of the new office.
 
The Osage Nation Planning and Development Office is responsible for the planning and development of new tribal programs and provides technical assistance to the Osage Nation Congress, Minerals Council, Principal Chief and staff on a variety of issues pertinent to program development, policy formulation, grant and contract management and tribal government planning activities. The Office is also responsible for planning and completion of funding applications for various tribal programs.

The Office has been responsible for the completion of funding applications for a building to house the tribe’s health programs, childcare and WIC programs; a building for the Temporary Aid to Needy Families and Social Services programs; renovation of the IHS clinic in Pawhuska; a Head Start and childcare building in Skiatook; a building for the Head Start in Fairfax; an Education center in Hominy (the first million dollar project), housing rehabilitation on the Osage Reservation, and for the first phase of a major renovation of the Osage Health Clinic.

Other programs established through the Office’s planning and development have been the Economic Development Office; Tourism program; Museum and Library services; Community Development Financial Institutions program; Title VI elderly Indians nutrition and care-giver programs; Lewis and Clark bi-centennial grant; state funding for the production of Ballet Oklahoma; planning for the environmental regulatory program; planning for the Osage language program; Department of Justice funding for the tribal police department; Self Governance planning program from the Indian Health Service; tribal management improvement grant from the IHS, and the Self-Determination Contracts and Self-Goverance Compact for BIA programs.

Planning activities have included the provision of technical assistance to the Osage tribal government for program and comprehensive planning; technical assistance to the Principal Chief for BIA Budget Advisory Council activities including evaluation of program through the OMB’s PART process; assistance with participation in federal GPRA activities; assistance in research of various economic development projects; and provision of liaison with the U.S. Census department for demographic and other data collection activities. 

The Office has provided technical assistance to the Osage Tribal Council and Principal Chief for the tribal government reform project and liaison with various consultants for the project. The Office also provides information and technical assistance regarding Osage history. The Office also maintains an electronic search capability for research and funding resources. A research library is also maintained by the Office.
